🔧 Build Fix:
The Sphinx build process failed because it attempted to set an unsupported locale using locale.setlocale(locale.LC_ALL, ''). The environment has locale variables configured (en_US.UTF-8) but the locale is not available in the system, causing a locale.Error: unsupported locale setting.
